Background

The Metro-South Public Health Alliance (MSPHA) Training Hub was launched in 2023 as one of ten regional hubs in Massachusetts’ statewide Local Public Health Training Program. Hosted by the Town of Randolph, the Hub supports 23 communities through standardized training and credentialing for Environmental Health staff.

The Hub’s purpose is both practical and visionary: to build a competent and confident workforce capable of protecting community health through consistent, high-quality Public Health practice. As the Hub matured, leadership recognized the need for a professional and cohesive identity, a clear strategic plan, and stronger communications systems to support sustainable growth and collaboration.

Our Approach

BME Strategies partnered with the MSPHA Training Hub to develop a comprehensive framework encompassing strategic planning, branding, and communications. The process connected design, messaging, and operational systems into a cohesive foundation for both internal alignment and external engagement.

Discovery and Research

We conducted a detailed review of statewide program materials, OLRH documentation, and the Hub’s prior activities. Through interviews with regional coordinators and municipal stakeholders, we identified the Hub’s unique strengths and opportunities for improvement.

Insights from this process informed a strategic plan that included a detailed SWOT (strengths, weaknesses, opportunities, threats) analysis, a refreshed mission and vision, five overarching goals, and 15 SMART objectives to lay the direction for future work. This plan served as both an internal roadmap as well as a way to convey to external stakeholders the proactive vision the MSPHA Training Hub adopted for itself. 

Iterative Design

In parallel with the planning process, BME led a structured and collaborative rebranding effort. Drawing on lessons from similar work for the Massachusetts Public Health Association (MPHA), the team explored ways to reflect regional identity through modern, adaptable design.

Our early concepts included references to the Blue Hills, local waterways, and civic symbols. Through multiple rounds of refinement, we shifted toward a simplified and symbolic design that balanced meaning with clarity.

Logo Redesign

The final logo features a modern shield that frames a stylized mountain and a flying seagull.

  • The mountain represents the Blue Hills and the strength of the Public Health infrastructure.
  • The seagull symbolizes connection, learning, and forward motion, which are central to the Hub’s training mission.

We tested color palettes, line weights, and lockups to ensure scalability across digital and embroidered applications. The goal was to balance technical precision with visual storytelling.

Tagline Development

Through collaborative workshops, we distilled the Hub’s mission into a concise and memorable tagline:

“Standardized Knowledge. Professionalized Delivery. Healthy Communities.”

Each phrase connects a programmatic focus to an outcome:

  • Standardized Knowledge: Consistent, evidence-based Public Health training.
  • Professionalized Delivery: Elevating local capacity and confidence.
  • Healthy Communities: Strengthening resilience across the Metro-South region.

Building the Communications Infrastructure

Alongside the rebrand, BME developed a comprehensive communications toolkit and infrastructure that made the brand both functional and scalable.

This included:

  • A new website designed as a one-stop resource for environmental health professionals. It provides access to credentialing guidance, event information, and technical materials in a clean, accessible layout.
  • A quarterly newsletter to keep municipalities and staff informed of updates and training opportunities.
  • Templates and guidelines for reports, presentations, and digital outreach.
  • A shared drive and content management system to organize files and streamline team collaboration.

Training Hub Website

The website launch was a major milestone in establishing the Hub’s presence and credibility. It also served as a communications anchor, ensuring that all outreach materials connected back to a consistent and professional online identity.

The Impact

The combined effect of the new strategic plan, visual identity, and communications systems was transformative.

The 2025 Strategic Plan created a shared direction for staff, municipalities, and state partners. It clarified priorities, guided decision-making, and established measurable objectives that continue to shape the Hub’s growth.

The new brand identity and website elevated the Hub’s visibility and credibility. The logo and tagline created a recognizable symbol of professionalism and collaboration. The digital platform provided an accessible space for learning, engagement, and resource sharing.

Together, these efforts:

  • Strengthened trust among regional and state partners.
  • Improved coordination and communication across 23 municipalities.
  • Increased participation in training programs.
  • Provided a sustainable structure for content creation and outreach.
 
Lessons Learned
  1. Strategic Planning and Branding Work Best Together. The strategic plan gave the Hub purpose and direction, while the visual identity gave that purpose form and recognition.
  2. Collaboration Builds Authenticity. Involving leadership, staff, and regional partners ensured the final outcomes felt true to the Hub’s mission and community.
  3. Systems Create Sustainability. Establishing workflows, shared drives, and brand templates allowed the Hub to operate efficiently and maintain consistency as it grows.
  4. Design is Both Creative and Functional. A logo and website are most effective when they serve real operational needs, from embroidery on uniforms to ease of navigation for local health professionals.
 
Looking Ahead

With its strategic plan and brand infrastructure in place, the MSPHA Training Hub is positioned to expand its training offerings, strengthen monitoring and evaluation, and enhance outreach to new audiences. Future plans include diversifying funding sources, collaborating with other regional hubs, and refining internal systems to stay responsive to emerging Public Health needs.

Through its partnership with BME Strategies, the Hub transformed not only how it looks but how it communicates, plans, and grows. The result is a unified, credible, and sustainable platform that advances the mission of building a stronger, more connected Public Health workforce across Massachusetts.
