Caroline is a strategic public health consultant with 10 years of experience in public health program management, substance use prevention and harm reduction, and technical assistance, with an emphasis on technology-enabled solutions. Her career has focused on advancing health equity, leveraging data to inform action, strengthening cross‑sector partnerships, and supporting systems‑level strategies to address substance use and its root causes across local, state, and national settings. She cares deeply about meaningful engagement of people with lived and living experience. Caroline holds an MPH from the University of Pittsburgh and a BA in Biology from Oberlin College.
